How do you control the way your page ';scrolls'; up and down?

In the past, when I moved the wheel forward or backward (or click and drag it up or down) the page would move up or down while allowing you to still read it as the page moved. Now, it will ';jump'; or ';skip'; up and down. Under which tool, or section can I adjust how the page moves. Thanks.How do you control the way your page ';scrolls'; up and down?

Your computer probably is slow and needs a good Antivirus such as Norton Anti-Virus, but if that dosent work run Norton a ffew more times and try it again. if THAT dosent work you will probably need to get used to scrolling slowly. trust me my Dad was a Computer Tech guy so that makes me a computer nerd, being in that enviroment.
